In 2007, the East Los Angeles Residents Association began the process for incorporation. Below you'll find the County of Los Angeles Chief Executive's Office response to the Comprehensive Fiscal Analysis (CFA) for the Proposed Incorporation of East Los Angeles submitted to the Local Agency Formation Commission for the County of Los Angeles (LAFCO).

The library, originally founded in 1929 as the Stephenson Library, moved into its present location in 1972 and was rededicated as El Camino Real Library in 1975. The library is located on the historic El Camino Real.
