Founded in 1917, the current building (the only circular library in the County) was constructed in 1961; this was just three years after the cities of Pico and Rivera joined together to incorporate as the city of Pico Rivera.
It is the larger of the two libraries serving the city and provides support services for two smaller libraries in the unincorporated areas of Los Angeles County.
